Sheff Wed Faces Major Issues, States New Football Authority

'Our role is integral to football's future' - independent football regulator David Kogan

The team's current difficulties constitute a "major concern" and the football regulator is seeking powers to investigate clubs in comparable cases, the recently named head the regulator has stated.

Through a comprehensive talk, the chairman, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four fan organizations representing the football team in recent days.

The Championship side have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on several different times, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the iconic names for football in England and recently we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and acted upon."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner the Thai businessman stated during the off-season he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in spring months caused limitations by the league officials in June, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Authority's Position

The regulator explained: "The position was created for the supporters of Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for every team that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the followers."

Questioned about whether the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that forcing owners to sell clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"The final option we would consider is commence engagement with an individual club, an particular chairman, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," Kogan said.

"But the truth is, when you review the record of the game, over the last 20 or 30 years there have been certain proprietors, a small minority, but particular people who have shown negligence in the way which they've been managing their clubs and ultimately refuse to accept accountability for the long-term prospects."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to explain the responsibilities of the oversight body this week and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the sport makes errors, the significant advances achieved could disappear rapidly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a huge success story - we've got to keep it going.

"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the success and growth as an financial organization of the Premier League.

"Being fully aware of the worry about compromising the division as a high-quality offering of the nation. But at the same time, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a significant confidence."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the opposition group in 2020.

The 68-year-old donated money to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any form of political activity."
